Dr. Arun Anand is a physician, cell and gene therapy business leader, and currently serves as a nominated expert on the Precision Biotherapeutics Committee, Department of Biotechnology (DBT/BIRAC), Government of India. He previously served as Chief Operating Officer and Board Director at Immuneel Therapeutics, where he was part of the team that built and launched Qartemi, an anti-CD19 CAR-T therapy in India.

Professional Background
& Academic

Dr. Anand began his career in medicine, completing his MD at St. John’s Medical College in India. He later moved to the US, where he worked in translational oncology at Massachusetts General Hospital and Dana-Farber Harvard Cancer Center. At MGH Cancer Center, he served as Assistant Director of Translational Research.

His time in academic oncology brought him into the early development of biologics and the work of moving research toward clinical use. He later completed executive education in leadership, negotiation, and innovative ventures at Columbia Business School, Harvard Business School, and CIMIT (Center for Innovation in MIT).

Dr. Anand then moved into the biopharma industry, spending more than a decade at Biocon and Dr. Reddy’s Laboratories. His work covered clinical development, global medical affairs, and portfolio programme management across biologics and biosimilars.
During this period, he led India’s first First-in-Human studies for novel biologics in autoimmune diseases and oncology. He also led India’s first global randomised controlled trials for biosimilars including trastuzumab, rituximab, and pegfilgrastim, with these programmes contributing to approvals in the US, EU, and emerging markets.

& Policy Focus

Building a CAR-T Programme in India

During his time at Immuneel Therapeutics, Dr. Arun played a key role on building the infrastructure needed to develop and manufacture CAR-T therapy in India.

As Chief Operating Officer and Board Director, he helped establish an integrated cell and gene therapy setup within a tertiary cancer hospital. This included building a GMP development and manufacturing facility from a shell structure during the COVID-19 pandemic.
The company raised more than $40 million and launched Qartemi, an anti-CD19 CAR-T therapy, within five years.

Qartemi was launched at around one-tenth of the US price. Dr. Arun also led the filing of an anti-BCMA CAR-T programme in India for Phase 2 clinical trials. His work has also been recognised internationally. Immuneel was featured in the Endpoints 11 list and India Today’s Top 100 Health @ 2047.

Policy & Healthcare Financing

Dr. Arun currently serves as a nominated expert on the Government of India’s DBT Precision Biotherapeutics Committee.His policy interests include regulatory frameworks for cell and gene therapies, biomanufacturing, mRNA technologies, vaccines, and advanced biologics.

He also works on questions around healthcare financing for advanced therapies, including reimbursement and payer models for treatments with high upfront costs. For these therapies to reach more patients, development and manufacturing need to be matched by workable regulatory and financing systems

Building India's Advanced Therapy Ecosystem

Dr. Arun is also involved in discussions around how India can develop advanced therapies for its own patients while building capabilities for global markets.

His work brings together several parts of the development process: clinical research, manufacturing, regulation, financing, and business strategy.
His experience gives him a view of cell and gene therapy from both the development side and the systems needed to bring these therapies into clinical practice.
